What is this PR for?

Follow-up to #4825. Now that Spark 4.0 is officially released, update the build to use the release, add to CI matrix, and bump max supported version.

  • Strongly recommended: add automated unit tests for any new or changed behavior

Added Spark 4.0 to CI tests

Questions:

  • Does the license files need to update?
  • Is there breaking changes for older versions?
  • Does this needs documentation?
