Change all tests that use read_config() and/or readRDS() as noted in this comment, unless they are loading something unique. If we use fec more than once, we should set up pre-loaded fec_config and fec_api_definition objects for that in helper.R, too.

Updated across generate_pkg-related tests to use shared preloaded fixture objects, and added fec_config/fec_api_definition in helper.R for repeated FEC subset usage. Addressed in commit bcd0c47.
