Install minimal `R/aaa-conditions.R` with `use_skill_r_code()`

Summary

As a package developer, in order to follow the specification define in the r-code skill, I would like a minimal R/aaa-conditions.R file to install into my repository with that skill.

Details

Use @R/aaa-conditions.R to generate inst/templates/aaa-conditions.R, replacing "pkgskills" with "{{{Package}}}", using the same technique for finding "Package" that we use in use_agent().
