Write down what is in and out of GA, supported APISIX versions (proposal: 3.2 LTS, 3.9, 3.15), supported OS / arch, and which features are "stable" vs "experimental". Land as docs/ga-scope.md and reconcile against PRD.md and docs/roadmap.md (the roadmap summary table is currently stale: it shows skills PRs as 🚧/⬚ even though they merged in March via PRs #1 to #9).
