Building apisix runtime is independent of the packaging process. Still use the master/dev branch in the process.
Due to the confusion of apisix dependencies and the absence of an event module in 1.0.1, it is not possible to use the apisix/master branch for CI.
Before using the correct version of the apisix-runtime(1.0.2) on apisix, CI will be done using apisix-3.7.0.
