Bug: Sidebar Ordering Conflicts due to Duplicate Positions

The challenge-terms-and-conditions.md and event-terms-and-conditions.md files both specify sidebar_position: 7. This duplicate value can lead to conflicts in the sidebar navigation's ordering.

Bug: Mismatch: Challenge terms mislabel section requirements

The Challenge Terms incorrectly state that "Challenge requirements" are in "Sections 2 and 3". Section 3 describes rewards, while the actual requirements are found in Sections 1 (Participant Eligibility) and 2 (Actor Requirements).
