chore: restructure Claude skills from flat files to directory format#2246

Move each skill (api-doc, doc-write, review-docs, tutorial) from a single .md file to a directory-based structure with SKILL.md. No content changes - this aligns with the Claude Code directory skill convention. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
