Unify default tools loading

Unify default tools loading for Actor, STDIO, API - always load dynamic tool loading. For example mcp.apify.com always loads default Actors and Actor loading tools, on the other hand Actors MCP server Actor and STDIO does not do this and only loads Actor loading tools when enabled in options.

I personally would always load the default and Actor loading tools (search, detail, add, remove) and the RAG browser and then additionally Actors provided in the input by the user if provided - based on the Pie & AI demo experience

Add a prompt/tool to explain how to use the server

talked to JC and he thinks there should at least be RAG web browser by default
