Move build-iiab-rootfs.sh and iiab_tree_hash.py into tools/rootfs-builder/ (sibling of tools/proot-builder/) for semantic order, add a README, and update path references (CLAUDE.md, docs/ROOTFS_MANIFEST.md, Java/test comments, TECH_DEBT_PLAN). Pure relocation — no behavior change (the script finds iiab_tree_hash.py next to itself; the manifest 'builder' basename is unchanged). No ticket per the ticket-vs-noise policy.
