Weekly milestones and regular priorities

We're changing how we communicate priorities across apple/container, apple/containerization, and apple/container-builder-shim. We're moving to weekly milestones. Our release cadence will remain unchanged, still roughly once a month, with patch packages as needed.

Separately we will be regularly posting our priorities. This will likely consist of themes, issues, and/or PRs that we intend to focus review and development effort on. We still welcome all issues and PRs but contributions outside current priorities will receive lower priority for review and may not be reviewed promptly or at all. This reflects our bandwidth, not the quality of your work. This new process will likely change as we learn what works for our community.

To kick this off, our current priorities are around quality and reliability. You can check out a non-exhaustive list of the open issues in these categories here.
