This PR fixes the API Reference to remove "private" classes that start with underscore (as in
_convert_neural_network_weights_to_fp16incoremltools.models.utils.To preview this fix, see in Preview:
Click Models, and then utils. The first non-private class should appear:

_convert_neural_network_weights_to_fp16should not appear.This PR also includes edits to documentation.md to change "docs-api" to "docs" to prepare for renaming the "docs-api" folder, and to include Sphinx-related install instructions.
