[Bug]: We should not update run behaviour to automatic for older actions on any layout update api call

Description

For older action which was set to be executed on page load due to the binding, once we move to reactivity, these older actions shouldn't get run behaviour of automatic on any page layout update api, instead it should only change when this query is newly added as binding to any widget or any existing binding is removed and added again for this query, then only this run behaviour should change to automatic if the flag is on.

Steps To Reproduce

1. On release, create an app with queries that run on page load
2. Share this app with test@intgeration-appsmith.com user, as this user has reactivity feature enabled.
3. Sign up with this user and open the shared app, make some update on the page layout, observe that queries change their behaviour to automatic.
