When trying to use Theseus with Github actions the
HOMEenvironment variable was being overridden causing the EB CLI to not appear in the container.This installs it across the system instead of
--user.This also moves from packages to actual github container registry to allow anonymous pulls. We should also update dockerhub to setup release tag builds.
