Add native Comms observe sidecar

Summary

• Adds the native macOS Comms surface as a real app window with unified channel/direct navigation, per-channel drafts, keyboard command affordances, Vox dictation wiring, and richer native message rendering.
• Adds the observe sidecar as an attached child shelf with render-gated loading, tucked overlap, width resizing, and stable family dragging.
• Adds web observe/embed and consistent agent live actions across agent cards, inspectors, and conversation surfaces.

Verification

• git diff --check
• swift build --package-path apps/macos
• bun apps/macos/bin/openscout-menu.ts restart

Note: local signing still falls back to ad-hoc because duplicate Developer ID identities are present in the login keychain, but the app builds and launches successfully.
