Use the error number only, not the full headline text for anchor. Fix headline level to not leave a gap between h2 and h4
This should only affect headlines that contain unusually long words without spaces but not wrap mid-word for normal headlines

Description
Use error number for headline anchors instead of full headline text like in Jekyll toolchain, e.g.
#11instead of#11---forbidden.Add a description about status/error codes, numbers, messages, and descriptions
Fix gap in headline levels between h2 and h4
Wrap very long headlines mid-word if they would overflow, e.g.
4011 - ERROR_UNSUPPORTED_CHANGE_IN_SMART_TO_SATELLITE_DISJOINT_EDGE_DIRECTIONThis should only affect headlines that contain unusually long words without spaces (like error names) but not wrap mid-word for normal headlines that span multiple lines - @nikhil-varma please review this CSS change
