Install gfx driver before Desktop profile

Hi,

Was testing new `cosmic` set up and found it weird that it would download `nvidia-utils` on an intel laptop.

This is caused by the `vulkan-driver` virtual package. So the only way I found to fix this is to change the order for gfx driver to be met before installing any profile.
