Bump ruff target-version to Python 3.14

This syncs ruff with the requires-python field from the project table of the pyproject.toml file.

I pushed with only the first commit to demonstrate that the ruff format check would fail and would require the second commit to pass since I had already checked this locally. The ruff format check is properly enforcing a new change.
