Fixes #77.

This changeset adds the option of reading precise timestamps extracted from Stream2's frames and setting them as the timestamps of the corresponding NDArrays. This is only done if the the new PV $(P)$(R)StreamAsTSSource is set to Yes.

The code to parse RFC3339 timestamps is extracted into its own folder, complete with some unit tests.

This is still pending a last round of tests. And an update to the screens to include the new PV. But I wanted to get it out for early reviews.

I merged this so I can test with beam on Monday. I will add the PV to the OPI screens.
