Release v3.5 preparation

We will release everything on the master branch.

There might be outstanding high-priority issues we'd like to address before v3.5 release. Let's use this issue to track and discuss.

Archived workflows related issues (@toyamagu-2021 WDYT?):

• [Pre-release] UI crashes when thare are archived workflows which has same name and namespace. #11371
• [Pre-release] Workflows are shown as not archived after workflow GC #11367

CronWorkflow issues (any plans on fixing them before the release? @juliev0):

• CronWorkflows with 'ConcurrencyPolicy: Replace': race condition #11377
• Cron Workflow Controller should use WorkflowTemplateInformer and ClusterWorkflowTemplateInformer #11372
