You do not have the local.properties file and more specifically the properties like Bintray API key, username, etc which are requires to upload the library to bintray.

You should remove that line and try again. It should work fine.

Yup however the build.gradle file could check whether the necessary properties are defined or not and only when they're present apply the plugin.
