Ships v0.12.0 TENANT integration (<TenantSwitcher> + apps/tenant-demo +
E2E) plus the P0 CI/security fixes and Inertia v3 unification. See
CHANGELOG.md [0.12.0].

Bumps version 0.11.0 -> 0.12.0 across all 20 PHP composer.json + 18 JS
package.json. Apps (demo, tenant-demo) keep their path-repo constraints
(symlinked path repos ignore version), matching the v0.11.0 precedent.
