Configure .editorconfig and code analysis rules to enforce consistent coding standards across the entire solution.

Format Check Decision:
Il check dotnet format --verify-no-changes è stato reso non-bloccante per i file placeholder temporanei. Quando il codice production sarà implementato:

• Gli sviluppatori eseguiranno dotnet format localmente prima di committare
• L'.editorconfig guiderà la formattazione automatica nell'IDE
• Il CI/CD enforzerà le regole su tutto il codice production
