Move ServiceCollection extension methods under different DependencyInjection namespace

Need to check it for all methods. Example culprit, ConfigureCookieAuthentication which is defined in Microsoft.AspNet.Builder. All the extensions method should be defined under Microsoft.Framework.DependencyInjection
