BUG: RTD build is stuck on old sphinx-automodapi #3471
Description
We see build issues as the new sphinx 9.0.x release is incompatible with sphinx-automodapi<0.21.
Somehow the build picks up this new sphinx release but we pin the automapi version to <0.18 for #3102
Quick fix is to limit the sphinx version, but I would just let the build fail and spend a bit more time on trying to figure out why we still need the old version
