[[ x < y ]] compares numbers by strings, so 10 < 9 - and `-lt` does not compare floating point numbers. Use bc as per https://stackoverflow.com/questions/8654051/how-can-i-compare-two-floating-point-numbers-in-bash
should allow doing automated changes in an easy enough way

Add a ci-local.py - that uses versions from the yaml, to avoid drift - and an AGENTS.md to allow for automatic releasing.
