Bug: Native menu bar not respecting the settings state on startup

Problem

On Linux, there are two menu bars visible. There's a startup bug where the native menu bar doesn't respect the settings state—even when disabled in settings, it still appears on startup and requires toggling the setting to hide it.

Yes, this is a bug at the first startup, go to the athas settings, and enable and disable the native window

Iam talking about the native menu bar (the black one) it looks awful and there seems to be a bug in the settings which doesn't store the state and the command palette also doesn't seem enable or disable it . fixing the bug
