This PR performs a major architectural consolidation across the platform by:
Centralizing queue ownership and orchestration into the API Gateway
Migrating to AWS SNS/SQS–based pub-sub
Removing deprecated services and legacy builder image repositories
Introducing a shared packages/ layer to eliminate duplication and enforce consistency
Reorganizing builder images into a dedicated, infrastructure-focused directory
