Fix issue for Rocky Linux 8.4

I found that the "VERSION_ID" in /etc/os-release caused the problem. It is "8.4" on Rocky 8.4, but it is "8" on Rocky 8.3. Then result of ds.xml file doesn't work proper on Rocky 8.4.
