AI API Gateway Platform - 将 AI 订阅配额分发和管理

Restore README.md, README_CN.md, README_JA.md, and backend/cmd/server/VERSION to the pre-merge local main state.

This corrects the previous merge conflict resolution where these files were mistakenly taken from upstream.
