AI API Gateway Platform - 将 AI 订阅配额分发和管理

  • delete OpenAI images APIKey/OAuth/web2api forwarding implementation from openai_images.go

  • force ForwardImages to use /responses image_generation as the single compliant path

  • remove chatgpt backend constants and helper code no longer used after route deletion

  • keep images request parsing and response normalization for compatibility at gateway boundary

  • retain and localize firstNonEmptyString helper required by responses image tool normalization

  • update image routing tests to assert responses-only selection and remove legacy web2api-only tests

  • verify with: GOTOOLCHAIN=go1.26.2 go test ./internal/service -count=1
