Summary

implement production OpenMeterBackend using SDK
add selection logic for OpenMeter in factory with deprecation warning
wire up USAGE_METERING env var in entry points
extend optional dependencies and README
test OpenMeter backend
restore USAGE_BACKEND fallback for prometheus
switch backend selection to single USAGE_METERING variable
improve usage tests
polish OpenMeter backend formatting and docs
