Setting option to change base-path

Please add the option to change the base path, currently that setting only exists on first start.

I tried modifying it in the web-auth.json but that doesn't work due to security measures on the file:

upbrr  | error: upbrr: config store: config load from database: decrypt secrets: config secret decryption: MainSettings[0]: secrets: decrypt value: cipher: message authentication failed
upbrr exited with code 1

So I had to clear all settings and make a new config, unfortunately settings didn't appear to be recoverable as trying to re-use the old db.sqlite file also resulted in the same error as above.
