`allow-unprotected-txs` flag doesn't work properly

Describe the bug
https://github.com/Arachnid/deterministic-deployment-proxy fails to deploy on Avalanche. Seems like allow-unprotected-txs flag doesn't work properly

To Reproduce
Run https://github.com/Arachnid/deterministic-deployment-proxy#deployment-transaction on a node with allow-unprotected-txs flag enabled

Expected behavior
Deployment works

Closing as the issue was in configuration elsewhere and flag works as expected
