chore(ci): consolidate linting jobs

[ARR4N]

Go, YAML, and shell linters are all separated and branch protection only enforces Go (called lint).

• Consolidate them in a single file
• Name each one <lang>_lint
• Create a single lint job that needs: each of them
• Confirm branch rules require lint
