Add recent topics display on viewforum page

Add the ability to display recent topics on the viewforum page (viewforum.php), in addition to the existing index page placement. see https://www.phpbb.nl/forums/viewtopic.php?p=475235#p475235 for the request

Details

• Allow recent topics to be shown on individual forum pages (viewforum), placed either at the top or bottom of the topic list.
• The viewforum placement setting should be independent from the existing index page placement setting.
• This means two separate ACP settings:
  • Index page location: Top / Bottom / Side (existing)
  • Viewforum page location: Top / Bottom / Disabled (new)
• UCP user preferences may also need a corresponding option.

Use Case

Users browsing a specific forum can see recent activity across the board without navigating back to the index, improving discoverability of active discussions.
