fix: force disable CARM when only one namespace is watched

Description of changes:

• force disables CARM when --watch-namespace has only one namespace even when "--enable-carm" is set to true.

I'm waiting for a aws-controllers-k8s member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
