Maintenance: introduce reporting workflow #1142
Description
Summary
For reporting purposes @rubenfonseca has been building dashboards that measure metrics of the repository. For it to work, we need to add a workflow that runs on a schedule and invokes a Lambda function that is in charge of collating the data.
Why is this needed?
To improve the granularity of the permissions and avoid PAT-related rate limits
