Maintenance: fix versioning workflow failing on git detached head

Summary

The "Make Version" workflow is failing when committing files due to the following error:

ERR! ENOGIT Detached git HEAD, please checkout a branch to choose versions.

See example workflow run.

I think this was added sometime around the same time as when we added the ref field to the checkout step, however I'm not 100% sure.

I was able to reproduce this consistently in a fork.

Why is this needed?

So that we can make a release.
