Cross-region remediation #42

Security Hub introduced cross-region aggregation of findings: https://aws.amazon.com/about-aws/whats-new/2021/10/aws-security-hub-cross-region-security-posture/
It would be nice, if we could trigger remediations from the aggregation region to other regions. This could be implemented by an early step in the state machine, which forwards the action event to a cross-region event bus, so that it can be picked up by the deployed SHARR solution in the target target region.
