[Feature]: Remove internal boto3 client #176

What would you like?
Lambda added support for durable checkpoint and state functions, and we need to remove the internal boto3 client that we're currently using.
Also must update boto3 version to be 1.42.1+ boto/boto3@develop/CHANGELOG.rst#L5
