Bumping the version to release #6466.

Motivation and Context

Modifications

  • Update the SDK version to 2.36.0-SNAPSHOT using scripts/minor-version-bump.
  • The branch is based off the current HEAD of master so this also updates the feature branch with the latest changes from master.

- Filter out comments containing 'public.*(' patterns
- Filter out string literals with 'public.*(' patterns

- Reduces noise while maintaining detection accuracy

* Fix false positive filtering for block comments

Add filtering for block comments that start with /*
This should catch patterns like: /* Example usage: public void method() */

* Address feedback: show only changed class names in error message

- Extract class names from actually changed files, not all possible files
- Makes error message dynamic and specific to detected changes
- Addresses maintainability concern from code review

* Add comments, expand exclusion of patterns
