Sorts scripts/deps/devDeps in package.json

• These sections are already sorted when clients are generated

  aws-sdk-js-v3/scripts/generate-clients/copy-to-clients.js

  Lines 49 to 52 in 2675ed3

  	}

• Sorting for npm scripts in non-clients was done in chore(non-clients): sort npm scripts #2823
