CDK test infra - Minor - Add missing SSM parameter

Description of changes:
CB infra has a dependency on specific VPC tag & one of the SSM parameters that weren't directly used by any tests & was omitted during prev. PR. This PR:

• Adds tags to VPC
• Adds security group id SSM parameter
• Set test S3 region to us-east-1 to avoid having to specify location constraint
