Watchdog dependency fails to install when upgrading chalice

Hi

I am having issues trying to install the watchdog dependency in order to use chalice 1.3.0.
I tried installing it from source and via pip and the result the same. I am trying to install it on macOS High Sierra.

Looks like watchdog requires a compiler to install as there is no wheel file available. We will look into how we can make watchdog an optional dependency to install. In the meantime, I would recommend pinning to a version less than 1.3.0 or get a compiler installed on your OSX machine.

Nevermind, it looks like you have a compiler installed but it is just having problems installing watchdog. Probing into this more, it looks like you are not the only one to run into this: gorakhargosh/watchdog#450.

Crap, I originally went with watchdog because that's what werkzeug used. Given watchdog doesn't seem to get a lot of maintenance these days, I'd suggest these changes:

1. Add a stat() based file watcher
2. Change watchdog to be an optional dependency, fall back to the stat() file watcher if watchdog isn't installed.
3. Look for an alternative to watchdog that's actively maintained.
