Issue
Remove whole chat settings completely as we remove built-in chat functionality and those settings are not applicable anymore. We also need to update sagemaker release version from 1.0.0 to 1.9

Remove whole chat settings completely and update sagemaker release version from 1.0.0 to 1.9.
