fix: excessive jumpstart logging

Description of changes:
Whenever verify_model_region_and_return_specs was called, new logs would appear. In practice, since this method was invoked repeatedly, it causes excessive logging. The logging has been refactored to be performed only when the metadata is initially read from s3.
