Update the builder

Recent update of GitHub runner image for macOS causes CI failures.

Updating aws-crt-builder to v0.9.84 (specifically, awslabs/aws-crt-builder#323 is needed) resolves the issue.

Updating aws-crt-builder to v0.9.85 brings in the change required for linux-compat al2-x64.

Additional changes were required for the linux-compiler-compat to handle additional failures related to updating the builder version. Specifically we need to install Python 3.10.
