Move the issue pipeline's pages to the ecosystem wiki
Reimagined pipeline: publish the rewrite's target design
Add the target design for the reimagined issue pipeline (four stages,
three model roles, a deterministic merge) as its own page, marked as not
installed. Link it from Home and the sidebar, and add a notice to Issue
pipeline, Running the issue pipeline and Pipeline roles that they describe
the installed version until cutover.
Rules now live in AGENTS.md: rewrite the practices digest and record agents-md-holds-the-rules
Clean up wiki structure and retire stale build documentation
Spec writer: practices digest and the spec by reference (#439)
Token spend: every place development work spends tokens, its records, and how to trace a commit to its spend
New page Token-Spend: the pipeline's sessions with their agents and model
keys, the escalation agent and lanes, the tooling that spends nothing, the
records each writes (local or on GitHub, tokens or cost), the steps from a
commit to its sessions and cost, the #381 / PR #384 example, and the gaps
not yet recorded. The usage report moves there from Running the issue
pipeline, which links to it, as do Home and the sidebar.
Coding practices cover all code; the spec writer reads them in full (#162, PR #163)
Publish issue pipeline design, manual and labels (#120)
Add Issue-Pipeline and Running-the-Issue-Pipeline from the issue's page
texts, replace Agent-Labels with the given text, and link
Running-the-Issue-Pipeline from _Sidebar and Home.
