In this PR:

  • Align tiered cache topology values to the allowed set: 'nearest-region', 'br-east-1', 'us-east-1'.
  • Fix invalid default from 'global' to 'nearest-region' in the manifest transform.
  • Normalize enums to single-quoted literals for consistency.
  • Ensures configs/manifests only emit and accept valid topology values, avoiding schema validation issues.
