Release v0.8.19

Minor update:

• Added relative occupancy indicator access using relative_occupancy_ts() and relative_occupancy_map(). There are three different types which can be set using e.g. occ_type = 0 (one of 0,1,2).
• Removed redundant process_cube_old() function as no longer supported.
• process_cube() now retains yearMonth or yearMonthDay columns so they can be used downstream instead of removing them after conversion to year.
• Fixed a bug in add_ne_layer where country borders disappeared below approximately 40–50°N on European maps. The group_by/reframe/st_crop pattern was collapsing individual country geometries into grouped features, destroying borders in the overlay layer.
• Fixed a bug in eea_code_to_coords where coordinate parsing applied an incorrect scaling factor for meter-based EEA grid resolutions, causing a ~10° spatial misalignment of grid cells.
• Fixed a bug in create_native_grid where resolution parsing failed for meter-based resolutions (e.g. "250m") because it only handled the "km" suffix.
• Fixed a bug in compute_indicator_workflow where st_intersection of grid cells with land boundaries could produce fragmented polygons for the same cell, resulting in duplicate rows and visual rendering artifacts. Fragments are now reunited per cell code.
• Improved robustness of get_ne_data by adding geometry precision management (st_set_precision), defensive tryCatch blocks, and spatial filtering to prevent GEOS TopologyException errors during map data retrieval.
• Improved robustness of compute_indicator_workflow with additional NULL checks, fallback logic for bounding box calculations, and defensive error handling for spatial intersection operations.
